Mobility package I - Study to support the assessment of the impacts of the obligation of regular ret
Ricardo is undertaking a study to support the European Commission assess impacts which place an obligation on regular return of the vehicle to the Member State of establishment. This is established in the revised Regulation (EC) No 1071/2009 on access to the occupation of road transport operator.
The objective of this study is to identify and assess the impacts of the measure on the climate and environment, on congestion and on the economic and internal market. The study will consider the social impacts on drivers as well as business operations. The study will also take into account the new obligation for the regular return home of the driver which is established in the revised Regulation (EC) 561/2006 on the harmonisation of certain social legislation relating to road transport.
The measure in question is:
“An undertaking shall organise its vehicle fleet's activity in such a way as to ensure that vehicles at the disposal of the undertaking and used in international carriage return to one of the operational centres in that Member State at least within eight weeks after leaving it.”
The purpose of this survey is to gather data on the current practices of road transport operators and the road haulage market situation as well as explore the potential ways the market will respond to the new obligation. This survey is specifically looking at freight transport.
